If it is semi modular kitchen, MR ply is enough for both Cabinet and shutters. because there will be concrete bed between counter-top and cabinets. water contact with cabinet is very rare.
If it is Full modular kitchen, go for BWR ply for both cabinet and shutter. because counter-top and cabinets will have direct contact.
Additionally, most of the brand companies uses MDF only. If we maintain well, MDF also have longer life.
Note: In case of budget concern, you can have BWR ply for Bottom cabinets alone. rest of the areas like tall cabinets, wall cabinets, loft you can use MR ply.
